The VPTA would like to thank Sarah Schmidt, PTA, for her service to the Virginia Board of Physical Therapy. Sarah, who recently concluded her term, spent 8 years on the Board. She served as the President of the Board from 2014-2016. I recently returned from a 9-day trip to Italy.  No, I did not see much of the sights, drink lots of wine, or eat gondola-loads of amazing food (I resorted to canned tuna one day for lunch). But I did learn a lot more about one of my favorite topics: FASCIA!  All events were through the Fascial Manipulation (FM)® Institute in Padova, Italy, the birthplace of this method. There, Italian physiotherapist Luigi Stecco continues to develop his concepts, aided by his son, Antonio, and his daughter, Carla, who are both physicians, researchers, instructors, lecturers and authors known all over the world. 
Regulatory Update
1.  TRICARE and PTAs: In accordance with the FY2018 National Defense Reauthorization Act, TRICARE is engaging in rule-making to add physical and occupational therapy assistants as TRICARE-authorized providers. The rule proposes that these providers will be added as TRICARE-authorized providers, under the same qualification requirements established by Medicare. We are hopeful DoD will release the proposed rule in Q4 of 2018 or Q1 of 2019.

2.  MedPAC: APTA submitted comments to the Medicare Payment Advisory Commission (MedPAC) in response to its June 2018 Report to Congress. MedPAC recommends that CMS increase reimbursement for ambulatory evaluation and management (E&M) services. To offset this payment increase, MedPAC recommends reducing reimbursement for non-ambulatory E&M services, including physical therapy.  APTA also submitted a comment letter with PPS and APTQI.

Governor Ralph Northam has appointed Rebecca Duff, PTA, MS, to the Board of Physical Therapy.  Rebecca joins President Arkena L. Dailey, PT, DPT, Vice President Elizabeth Locke, PT, PhD, Tracy Adler, PT, DPT, Susan Szasz Palmer, citizen member, Mira Mariano, PT, DPT, OCS, and Allen R Jones, PT, DPT (who was reappointed for a second 4-year term by the governor).

This year, the VPTA SSIG is launching a T-shirt fundraiser to raise money for future student scholarships, events and travel opportunities. 100 percent of the profits from this fundraiser will go toward supporting student VPTA members. This year, students from 178 schools raised $328,456 as part of the Mercer-Marquette Challenge for the Foundation for Physical Therapy.  The top fundraising schools were announced at the Foundation’s Awards Luncheon held during the 2018 APTA NEXT Conference in Orlando, FL. Virginia Commonwealth University took second place, by raising $40,955.

The VCU students have already begun organizing continuing education for the 2018-2019 challenge. All proceeds will benefit the Foundation for Physical Therapy.  Registration for courses will open soon.  If you have questions, contact Adrienne Lewis

District News

Tidewater District holds first meeting of the year!
Over 60 clinicians and students attended the kick-off meeting and presentation at Old Dominion University on Wednesday, September 19. Eric Hancock of PhysioTech sponsored the meeting by providing refreshments and sharing how his company supports the work of clinicians in South Hampton Roads. Dr. Saunora Prom, DO, CAQSM, of Tidewater Physicians Multispecialty Group presented on the various types, uses, and outcomes of steroid, PRP, and stem cell injections. He discussed implications for rehab and provided a demonstration of ultrasound-guided techniques.

Join Tidewater for Global PT Day of Service and a social to celebrate National PT Month on Saturday, October 13!
The Tidewater District has arranged for up to 20 PT/PTA volunteers to clean and reorganize equipment for Children's Assistive Technology Services (CATS) in Norfolk. We will also be having a social at Bold Mariner from 1-3 that afternoon. We will provide one drink ticket for the first 45 guests and snacks for all. Bring a colleague and join us to celebrate National Physical Therapy Month!

September Meeting: Central District
Our gracious speaker, Josh Sloan spoke about the Sportable mission and their amazing organization for our September 5th district meeting. We had 41 people come out to listen about all the opportunities that their mission provides. They are also looking for volunteers for their October 27-28 Basketball tournament. Combined Sections Meeting
