VDOT, State Agencies Require Contractor Certification of Compliance With Executive Directive #18

Virginia Governor Northam issued Executive Directive 18 effective September 1, 2021.  The Directive addresses the implementation of measures to protect state employees and those that may come in contact with them from exposure to COVID-19.  In addition to state workers, the Executive Directive includes contractors who work on-site or perform public-facing services on behalf of state agencies.

In accordance with ED-18 and DHRM’s Interim Guidance for Agency Human Resource Offices, all contracting vendors engaged through a VDOT contract who work on-site or perform public-facing services on behalf of VDOT must certify compliance.

The certification requires companies to certify: 

  • Employees, subcontractor employees and vendors on-site are fully vaccinated, or 
  • if not fully vaccinated, wear a face covering when unable to socially distance themselves, working with the public.

VDOT contacted all contractors and vendors with current contracts by email requesting certification that the company follows the new requirements.  The message was sent to the company contacts listed in the eVA procurement system on September 20th with a due date of September 29th. 

If you have a contract directly with VDOT for services or materials and did not receive this email from the Department please send an email to VaccineCertifications@vdot.virginia.gov as soon as practical.
