NCHRP Releases Resource on Road Usage Charge (RUC) Programs

In late November the National Cooperative Highway Research Program posted the Road Usage Charge Guide to help states develop and implement programs to offset fuel-tax based revenue losses from fuel-efficient, hybrid, and fully electric vehicles. The website provides an interactive guide that tailors resources to four common roles involved in deploying a RUC program: Lead Agencies, Policymakers, Communications Professionals, and Transportation Professionals. The web resource also steps through RUC “Stages and Building Blocks” that are indicative of most road pricing projects and necessary to support effective (and fair) RUC policies.
