New Federal DBE Rules Effective May 9

The U.S. Department of Transportation (U.S. DOT) announced significant revisions to the Disadvantaged Business Enterprise (DBE) program on April 9, aimed at modernizing its administration. These revisions, scheduled to come into effect on May 9, follow a public feedback period that included input from approximately 400 individuals and organizations, including the American Road & Transportation Builders Association (ARTBA). While the final rule incorporates various changes, it notably preserves key elements advocated by ARTBA and other stakeholders. ARTBA has provided a thorough summary outlining the essential provisions of the revised rule, with a focus on ARTBA's priorities throughout the process.

VTCA has engaged VDOT to determine what changes, if any, can be expected in VDOT’s specifications, contract language, and procedures to align with the new Federal rule. VTCA will notify its members of the specific changes once they are identified and established by the Department.
