FHWA Announces New Virginia Division Administrator

The Federal Highway Administration (FHWA) is pleased to announce that Edward Ofori has been selected as the Virginia Division Administrator. Since August 2022, Edward has served as the Deputy Division Administrator (DDA) in the Texas Division. In this role, he led a diverse staff of up to 50 in the stewardship and oversight of Texas’s over $5B annual federal-aid highway program. Edward also served as the Acting Division Administrator for the Texas Division from July 2023 to February 2024. In both roles, he fostered a cohesive and collaborative partnership with the executive leadership of the Texas Department of Transportation (TxDOT), ensuring program delivery and working out innovative solutions to tackle project and program challenges. He played a critical role in the Division’s monitoring efforts of the Voluntary Resolution Agreement (VRA) with TxDOT for the North Houston Highway Improvement Project (NHHIP). Prior to serving in the Texas Division, Edward was the DDA in the Louisiana Division from April 2020, where he created and nurtured strong partnerships and provided strategic guidance to the Louisiana Department of Transportation and Development (LDOTD), in advancing innovative financing techniques, and advancing risk-based stewardship and oversight of Louisiana’s $850M federal-aid highway program.

Edward began his FHWA career as a Team Leader for the Traffic Operations, Intelligent Transportation Systems (ITS), Safety and Design Team in the California Division. In this role, he worked closely with senior leadership from FHWA, State DOTs, and local agencies to successfully advance key programs, projects, and initiatives in California.

Prior to joining FHWA, Edward served for 11 years in the public and private sectors in the Traffic Operations and ITS disciplines.

Edward holds both a bachelor’s and master’s degree in civil engineering and a Master of Business Administration. He is also a graduate of the American University Key Executive Leadership Program and a Licensed Professional Engineer in the State of Texas.

Edward will be starting with us on June 16. We are currently working on his transition from Texas to Virginia.
