VTCA’s Engineering Consultant Leadership Committee will be welcoming three new members as the committee term-year refreshes on July 1.  New to the committee (first-timers) will be Ken Connors from ATCS, Rick DeLong from RDA, and Chris Lester from Parsons.

Ken Connors will add valuable bench strength to the Committee’s expertise with construction management/engineering and inspection.  He is a Vice President at ATCS where he oversees the firm’s Construction Services Practice.  Ken has 30 years of experience in the transportation industry in both the public and private sectors.  His public sector experience includes work for VDOT Northern Virginia and Culpeper Districts (15 years) and the California Department of Transportation (5 years). 

Rick DeLong brings valuable insight on Design and Project Management for major design-build and design-bid-build projects.  As RDA’s Director of Transportation, he manages and oversees the firm’s transportation engineering staff and projects, including roadway, traffic and hydraulics disciplines. Additionally, he routinely manages the coordination with other RDA disciplines, including structures, utilities, survey and ROW departments.  Rick also brings 30+ years of experience in the transportation industry with previous experience in North and South Carolina in addition to extensive coverage of eastern, central and western Virginia.

Chris Lester will be the Committee’s newest expert on business development. Chris is a Parson’s Vice President and Area Manager overseeing all aspects of the business portfolio within the Virginia, Washington DC, and Maryland area. He has been a regional industry leader in advancing transportation, both for the public and private sectors, for the past 13 years. Thirty years out of college (a Boiler Maker), Chris’s addition makes it an even 90 years of experience that the Committee will gain with the ECLC Class of ’24-’25.  Welcome aboard, gentlemen!
