VDOT Issues More Information on Transition Process for Procurement of Construction Engineering and Inspection (CEI) Services

Effective November 19, 2024, VDOT’s Construction Division assumed responsibility for all phases of the procurement of future CEI contracts, both on-call and project-specific. However, to ensure a seamless transition, the Professional Services Procurements Office (PSPO) will complete the procurements of all active CEI service solicitations that are either currently advertised, in the selection process and/or in the negotiation phase. This list includes the following:
- Central Office Construction Staff Augmentation
- Popes Head
- Fairfax County Parkway Widening North
- Richmond Districtwide
- Lynchburg Districtwide
VDOT’s Construction Division will also immediately assume responsibility for completing all contract administration tasks PSPO was previously conducting, including, but not limited to, contract renewals, supplements, modifications, subsequent phase negotiations for executed project-specific contracts, etc. There will be no change to the day-to-day CEI contract administration responsibilities, as they will remain with the Districts.
There will be two interim Construction Division Organizational changes during this transition.
- Ben Coaker, P.E. (State Contract Engineer) will be temporarily assigned to develop the procurement portion of the Construction Division’s CEI Program. Any questions about the new organizational structure should be directed to Ben at (804) 371-0661.
