VDOT Releases Updated Contractor Prequalification Program Policy

The Virginia Department of Transportation (VDOT) Construction Division has updated its Rules Governing Prequalification. The Department’s new policy language is intended to streamline the application process and reduce the administrative burden for contractors. The new policy, which took effect on March 5, represents a significant update to the program.

One of the most notable changes is the shift to a fully digital application process. Contractors can now submit prequalification applications through an online portal accessible via the VDOT Prequalification website. This eliminates the need for paper submissions and should speed up the Department’s response time.

Several key documentation requirements have been eliminated or simplified:

  • Electronic signatures are now accepted on all prequalification forms and documents, eliminating the need for wet signatures.
  • Notarized signatures are no longer required.
  • Identity verification such as driver's licenses and passports are no longer needed.

The new policy also introduces changes to the classifications. The "Prequalified—Currently Inactive (PCI)" classification has been eliminated. All vendors previously designated as PCI will now be classified as "Prequalified—Probationary (PP)," though bidding limitations will remain unchanged.

The new policy also introduces additional work class options for contractors.

While some requirements have been streamlined, prequalification applicants should note several new documentation needs:

  • Proof of E-Verify participation must now be provided.
  • A copy of your current Business License is required.
  • The Annual Gross Receipts Survey (Form C-90) has been expanded and is now a standalone form separate from the C-32/C-32A package.

Contractors currently prequalified are urged to review the changes before their renewal date by reviewing the updated website and the revised Rules Governing Prequalification, familiarizing themselves with the new online application process, and preparing and gathering the required documentation.
