Two steps forward, one step back. The pace is quickening in the General Assembly but like everyone else, legislators are learning how to hold meetings in person and virtually at the same time, and several legislators are also isolating, so some vote remotely.
The Governor announced his slate of issues on Day One - among them are the proposed gas tax cut and a grocery tax cut. While we want to support the Governor with his initiatives, we are very curious how the proposal(s) will back fill transportation funding needs. We are in discussions with the administration and legislators as they discuss these and other tax changes over the next two months.
With a House majority of Republicans and Senate majority of Democrats, any really controversial bills will have difficulty passing in 2022.
VTCA will support legislation that will limit the advancement of PLAs (Public Labor Agreements) on public projects without having clear and adequate guidelines on the PLA. While legislation ending PLAs may pass in the House, it will be much more difficult to have similar legislation pass the Senate Commerce & Labor Committee which has a make-up of 12 Democrats and three Republicans.
