A little over a year ago, the Industry-VDOT Procurement Task Force began making major changes and improvements to how Professional Services Contracts are procured at the Department. The group initially focused on reducing the 100+ standard labor classifications into something more manageable, with intent to simplify the process and provide flexibility to both industry and VDOT, in terms of procuring and administration of the contracts. The new 13 (now 14) labor classifications were derived from cross walking the long list of working-class titles into smaller buckets (professional service class groupings), concentrating on years’ experience, education, and licensure/certifications.
The task, as described above, included all working-class titles found in professional services contracts with the Department, with the exception of Construction Engineering Inspection (CEI) contacts. Over the past few months, a small group of Industry leaders, VDOT Central Office Construction, and PSPO, have been working through the same process of cross-walking existing CEI working class titles to the 14 labor classifications. The draft process is nearly complete, and the group anticipates the new classifications will be available to pilot with the upcoming Fredericksburg District CEI OnCall. We anticipate that the list of Professional Service Class Grouping & Working Titles will be updated with the CEI positions once the Fredericksburg Contract has been awarded, along with any FAQs that have been generated during the procurement.
