VDOT has announced that James Swanson, P.E. is the Department’s new Statewide Construction Contracts Manager effective April 10, 2022. This is a newly created position within the Department reporting directly to the Assistant State Construction Engineer for Contracts Advertisement and Award. James’s responsibilities include working closely with VDOT’s nine districts to ensure that each year's construction program is developed, advertised and executed as efficiently as possible.
James has provided oversight to the Specification Section since joining VDOT’s Construction Division in March, 2021. He joined VDOT in 2017, spending 4 years with the Richmond District Bridge office as a Design Team Leader and Senior Structural Engineer. He also brings an additional 5 years of industry experience working as a Bridge Engineer in Alexandria, Virginia. James is a licensed professional engineer in Virginia and possesses both a Bachelor’s and Master’s degree in Civil Engineering from George Washington University.
