VTCA Program Manager of Engineering Consultants and Associates Position Open
VTCA is looking for a Program Manager of Engineering Consultants and Associates who is interested in working for a state trade association that is leading conversations and policy on transportation design and construction in a friendly yet experienced team in the Richmond, VA area.
Job Description
VTCA’s Program Manager of Engineering Consultants and Associates is responsible for advocacy on behalf of the Alliance’s Engineering Consultant and Associate membership. It is the responsibility of the Program Manager to provide guidance and operational support for the membership through the Engineering Consultant Leadership Committee and the Associate Leadership Committee, as well as advocacy through direct interaction with program and regulatory agencies, meetings and conferences in concert with the Alliance’s stated purpose and policies as established by the Executive Vice President and Board of Directors.
The Program Manager will utilize their organizational and communication skills to bring individuals with diverse interests and experiences together to identify and implement solutions to difficult problems. Successful execution of the responsibilities of this position requires the application of effective communication skills through writing, direct interpersonal interaction with individuals, and addressing small and large groups.
With an understanding of the business needs of the engineering consultant community and those who supply goods and services to the transportation construction industry, the Program Manager will utilize their broad understanding of government contracting laws, procurement law, and VDOT policy to advise and lead members and government officials toward solutions and improvements in the program.
The Program Manager will cultivate and maintain a positive relationship with government leadership and staff emphasizing an open and beneficial line of communication.
All VTCA staff members are frequently dependent on each other to accomplish the Alliance’s objectives; this position will frequently require close interaction, open communication, and collaboration with other staff members.
Responsibilities include, but are not limited to, the following:
- Provide primary support, representation and advocacy for both the Engineering Consultant and the Associate membership.
- Provide direct staff support and operational guidance to the Engineering Consultant Leadership Committee (ECLC), the Associate Leadership Committee (ALC), and other established or supported committees and industry groups.
- Support member activities and programs established by the ECLC and ALC such as educational programs, award and scholarship programs and other activities.
- Develop and maintain a continuous liaison with the Virginia Department of Transportation, Federal Highway Administration - Virginia Division, and other government agencies impacting the engineering consultant industry and those who supply goods and services to the transportation construction industry.
- Monitor, evaluate and communicate to the membership federal, state, and local regulatory changes and procurement and contracting requirements impacting the Engineering Consultant membership and/or the Associate membership.
- Engage the membership and agencies to identify and implement a satisfactory resolution when regulatory changes adversely impact the interests of the Engineering Consultant membership and/or the Associate membership.
- Contribute and provide informative written content to periodic Alliance publications such as the Blue Top, the VTCA website, and other methods of member communication.
- Plan, coordinate and manage with staff conferences, meetings and training in support of the Engineering Consultant and Associate membership.
- Annual Consultant Forum - the Program Manager is the lead VTCA staff member responsible for overall leadership, planning, content and coordination of the Consultant Forum.
- District Dialogues – the Program Manager is the lead staff member responsible for overall leadership, planning, content and coordination of VTCA’s District Dialogues.
- The Program Manager will provide support as directed on all other conferences including, but not limited to, the Winter Meeting, Annual Meeting, Annual Spring Transportation Construction Conference, and other Alliance-sponsored training programs and meetings.
- Assist in recruiting and retaining VTCA members, with an emphasis on engineering consultant firms and those who supply goods and services to the transportation construction industry.
- Perform other duties supporting Alliance initiatives as directed by the Executive Vice President including, but not limited to, assistance supporting legislative and regulatory activities of the Alliance.
Minimum Qualifications
- Experience facilitating work groups or teams of various sizes to solve problems and/or to achieve goals.
- Well-developed project management or program management skills.
- Ability to think critically to plan for effective solutions to meet complex business needs.
- Excellent verbal and written communication skills necessary to address the needs of various stakeholder groups.
- Proven ability to work in a matrix organization environment, and effectively manage relationships at all levels.
- Bachelor's degree is required with strong preference for engineering discipline related to transportation design and construction.
