On March 28, VDOT’s PSPO announced modifications to their Procurement Manual and a new pilot program that are designed to expedite program delivery. One modification to the manual removes a $1 million threshold for approval requirements on task orders to conform with the newly established threshold of $2.5 million. Other changes to the manual are designed to streamline staff roster changes on Limited-Service Term and Project Specific Contracts.
The Pilot program seeks to implement certain process improvements that were identified through the ongoing comprehensive program review that PSPO is conducting with Civic Initiatives, a consultant who specializes in professional service procurement. During the pilot, VDOT may elect to forego the use of an interview/technical presentation as part of final selection if the circumstances of the solicitation and response(s) make it unnecessary. The pilot will also revisit technical scoring and allow for the Selection Committee to revise scoring beyond the original short list meeting. If interviews/technical presentations are unnecessary, the short-listing score for each offeror will be the final. If interviews are necessary, the pilot will allow for revised scoring through final ranking and selection.
