The Virginia Department of Transportation has selected Queen Crittendon as the new division administrator of the VDOT Civil Rights Division.
Queen brings her extensive background in Civil Rights and Economic Development within the Transportation industry, including numerous positions at VDOT in Richmond and Hampton Roads and at the North Carolina Department of Transportation.
For the past 11 years, Queen has been back at VDOT as the Hampton Roads District Civil Rights Manager. In that role, she is responsible for the overall administration and implementation of VDOT’s District Civil Rights Program, including the internal Equal Opportunity Employment (EEO), external Federal Disadvantaged Business Enterprise (DBE), and Equal Opportunity (EO) Contractor Compliance Programs. She will continue that important work for the whole agency in her new role, leading internal and external civil rights programs and activities.

Her understanding of VDOT’s mission, professionalism, and collaborative approach will be tremendously valuable to VDOT and Virginia’s construction industry,” said VTCA Executive Vice President Gordon Dixon. “We welcome her to Richmond and look forward to working closely with her in her new leadership role.”
A proud graduate of Virginia State University, Queen started her professional career with the Virginia Department of Minority Business Enterprise, now called the Department of Small Business and Supplier Diversity. However, her sights were set early on securing a position with VDOT to further enhance her interest in transportation and civil rights.
Queen’s first day in her new role will be January 10, 2025, and she will work out of Central Office.
