Transportation practice lead John DePasquale to retire after 18 years with the company.

ATCS recently announced the upcoming retirements of Chief Executive Officer Young Ho Chang, PE, and Senior Vice President and Transportation Practice Lead John DePasquale, PE, effective January 2025. Together, they leave behind a legacy of exceptional leadership, vision, and dedication that has shaped ATCS’ growth and established it as a trusted leader in the AEC industry.

ATCS Chief Operating Officer Michael Rosenfeld, PE, will become CEO as part of this planned multiyear, strategic leadership transition.  Rosenfeld’s appointment reflects the continuation of ATCS’ strategic growth journey under its Vision 10 plan, reaffirming the firm’s commitment to delivering exceptional results for clients, employees, and communities.

Rosenfeld has been with ATCS since 2008, following a tenure at VDOT that included roles as Northern Virginia District construction engineer and project controls manager. Rosenfeld is recognized as an expert in program delivery and project controls, having led Virginia Department of Transportation (VDOT) engineering support services, operations contracts, and multiple municipal construction management contracts. He has also been instrumental in advancing operational excellence, fostering collaboration, and strengthening ATCS’ culture of innovation during his time as COO.

Chang first joined ATCS in 1998 to establish and lead its transportation practice, achieving early success on transformative projects. He returned in 2005 to guide the firm’s evolution into a multidisciplinary engineering consulting leader. He assumed the role of CEO in 2015. Drawing on his extensive public-sector experience at VDOT and Fairfax County, Chang has brought a deep understanding of infrastructure challenges and solutions to ATCS and its clients, including senior transportation leaders across Virginia and Maryland.

As CEO, Chang has championed a culture centered on the firm’s core pillars: Client, Employee, Company, and Community. His focus on fostering collaboration, investing in talent, and cultivating the right culture have helped ATCS achieve sustained growth and national recognition, including multiple workplace awards, most recently as a USA Today 2024 Top Workplace.

DePasquale joined ATCS in 2006, bringing extensive experience in transportation engineering and leadership from 15 years at VDOT, where he managed some of Northern Virginia’s most complex construction and design programs. Over his 18-year tenure at ATCS, he has been instrumental in growing the firm’s transportation disciplines, securing major contracts such as the groundbreaking VDOT Megaprojects General Engineering Consultant (GEC) Services contract, and advancing innovative approaches to project delivery. His leadership and dedication have been critical in shaping ATCS’ culture and reputation for delivering impactful and innovative projects across its many disciplines.
