On July 1, 1974, Joel Birken, Jon Broome and the late Jim Rees founded Rees, Broome & Birken, PC. On July 1, 2024, Rees Broome, P.C. completed its 50th year of servicing Virginia and the D.C. metropolitan area and has built a distinguished reputation as one of Virginia’s top law firms – offering clients the expected expertise of a large law firm with the personalized experience of a smaller practice.
On Thursday (November 14) in Hampton, VTCA concluded another successful season of District Dialogues, including 6 separate events and more than 1,200 participants.  The 2024 Dialogues began in late February with the combined Fredericksburg – Culpeper dialogue held at the Fredericksburg Convention Center.  Marcie Parker and Sean Nelson co-hosted the afternoon event, which featured an overview of district priorities and a guest presentation from ARTBA’s Chief Economists, Dr. Alison Premo Black, on industry Market Analysis. 
 
VTCA and VA Energy were in Dublin, VA, last week to honor three Salem Stone miners with  
Individual Safety Awards. The Individual Safety Awards is where VTCA and Virginia Energy – Mineral Mining Program recognize miners for achieving years of service without a lost time accident.  
VTCA's Contractor Leadership Committee (CLC) represents the interests of VTCA's contractor members by identifying and focusing on issues that present a challenge to our industry. This update outlines the key issues the CLC has on its agenda.

Registration is now open for the 36th Transportation Construction Management Institute on February 23-28, 2025, marking over three decades of training Virginia’s transportation industry’s emerging leaders. Offered on Virginia Tech’s campus in Blacksburg, TCMI leads participants through a comprehensive developmental program tailored for individuals on a leadership track in the road-building industry. 
The ATSS Foundation kindly sends out a call in gathering the names of men, women, and children who lost their lives in roadway work zone incidents. The ATSS Foundation’s mission is to honor each individual by including their name on the traveling National Work Zone Memorial - Respect and Remembrance: Reflections of Life on the Road.
The County is moving forward with improving the drainage crossing along Otterdale Road that routinely floods and overtops the existing roadway under severe rainfall events. The proposed improvements will incorporate a new bridge structure crossing the Swift Creek Floodplain that will pass the 100-year storm event without overtopping for the ultimate land use conditions.
The Virginia Transportation Research Council has commenced research centered around developing polishing standards for carbonic aggregates.  
DEQ’s six-part Wetlands Permitting Training was such a hit that we are excited to announce our “holiday special” episode on Virginia Water Protection (VWP) permit compliance and enforcement. This special episode is designed for applicants, permittees, consultants, construction inspectors, and those interested in broadening their knowledge of the VWP compliance program. 
The Department of Workforce and Career Development is proud to host the 2025 #LifeReady Career Rodeo Skills Challenge on January 22 at the Exhibition Hall of the Richmond Raceway Complex. The Career Rodeo offers ACE Center students the opportunity to showcase their skills in front of various stakeholders, most notably potential employers. 
The Infrastructure Investment and Jobs Act (IIJA) provided a much-needed boost in federal
funding to facilitate modernization of the multi-modal U.S. transportation network. ARTBA’s
Highway Dashboard details how the IIJA has supported more than 80,000 new highway and
bridge projects nationwide through August 31, 2024.
