Last week, the Virginia House and Senate released their respective budget proposals. While similar in structure, both budgets face significant challenges, particularly regarding Medicaid funding and federal spending uncertainties. The recent formation of a State Task Force to address Federal Government Spending Reductions has added to the unpredictability, leading many legislators to take a cautious, wait-and-see approach.

Even with a quiet and fairly non-controversial General Assembly Session, the Virginia Transportation Construction Alliance (VTCA) continued to build new relationships with newly elected legislators and leadership when VTCA held its annual Lobby Day at the Virginia General Assembly. A diverse group of contractors, aggregate producers, and engineering design consultants met with 23 state legislators to advocate for critical legislative and funding priorities impacting the state’s transportation infrastructure. 
 
 
The workshop consists of an optional online half day classroom lecture and a half day Method 9 field-testing and certification. The online classroom portion is a self-paced lecture that will take about two hours and needs to be completed prior to the field session. Participants will be emailed a link to the classroom lecture after you sign up for the training.
 
Peter MacKenna, President and CEO of S&B Construction, was named as CEO of S&B USA, replacing Sharon Novak who is stepping down after serving in this role for the past 5 years. Lucas Lahitou, formerly Head of Origination & Structuring, was promoted to CEO of S&B USA Concessions, reporting to MacKenna. The appointments strengthen an already substantial and robust team who have positioned S&B USA as one of the premier creators of safe and innovative infrastructure solutions in the US.
VTCA’s Aggregates Program has initiated an effort to schedule as many committee meetings as possible, Aggregate events, and seminars for 2025. This effort is made to allow members to populate their calendars early and will serve to encourage increased participation and engagement in VTCA’s aggregate program.

Arlington County’s handling of a mandated Project Labor Agreement (PLA) requirement for the Arlington Road Superstructure Replacement Project (BFP-SB01(422)) has raised significant concerns among contractors, engineers, and aggregate producers. The Virginia Transportation Construction Alliance (VTCA) and member firms believe this mandated PLA violates Virginia’s public procurement laws and could lead to increased project costs and reduced competition. 
VDOT issued two memorandums revising VDOT Materials Division’s Manual of Instructions and VDOT Pavement Design Guide for Subdivisions and Secondary Roads in Virginia.
The purpose of this study was to assess recycled plastic-modified (RPM) asphalt mixtures field trials constructed in Virginia. This study documented and evaluated the constructability and laboratory performance of two plant-produced RPM mixtures compared with the Virginia Department of Transportation (VDOT) typical D and E surface mixtures as reference mixtures.
